Job Summary

UNDP Careers is advertising a full-time National Project Information Technology Analyst [Open to internal and external applicants] in Dili. Under the CTA’s supervision, the analyst will support the Dalan Digital project team, provide technical advice and deliver training for IT activities. The project advances Timor-Leste’s digital public services, inclusion, literacy and governance in line with the Timor Digital 2032 Vision.

Municipal Portal Implementation

• Provide technical support for the Municipal Portal in participating municipalities, covering database and server configuration, deployment and administration.
• Support further portal development and usage, establish procedures for timely data production and train users.
• Work with government IT focal points to encourage municipal-system use, assess portal adoption and raise deviations with the Municipal Secretary.
• Guide municipal teams to produce timely progress reports for the portal.

Data and Project Support

• Oversee periodic data collection and database updates.
• Support implementation of project component B with the project team, Community Mobiliser, and international and national individual contractors assessing capacity needs for computer-lab installation in the municipalities.
• Work with municipal secretaries and IT focal points to identify needs and assess IT-system use.
• Produce IT documentation and diagrams.
• Deliver on-the-job training and capacity building to municipal staff.
• Report progress and data-collection or uploading challenges to the National Coordinator Municipal Portal and Chief Technical Specialist.
• Perform other assigned duties required for the office and organisation to function effectively.

Education and Experience

• An advanced university degree, equivalent to a master’s, in Information Technology, Telecommunications, Computer Science, Informatics Engineering or a closely related field; or a first-level bachelor’s degree in one of these areas plus two additional years of qualifying experience.
• Applicants with a relevant master’s degree do not need professional experience. Applicants with a bachelor’s degree need at least two years of relevant professional experience in the stated fields.
• Fluency in English and Tetum is required; Portuguese is an asset.

Desirable Technical Background

• Site-work safety, work verification and tracking discrepancies or errors.
• ICT budgeting, activity planning, cost and quality controls.
• Root-cause analysis and innovative problem-solving.
• Administration and deployment of hardware, software, applications, complex client-server environments, internet services, file servers, web, email, proxy, databases and DNS, particularly Linux, VMWare and Windows.
• Enterprise networks, cabling, switches, routers, access points, troubleshooting and management.
• Systems analysis, database administration and design patterns, web applications using PHP, and MySQL, PostgreSQL or Microsoft SQL.
• General troubleshooting across hardware, software, networks and systems.

Eligibility and Standards
