ACHIEVE Timor Leste: Maternal, Neonatal, and Child Health Advisor Contract Full Time NEW

Job Summary

Palladium is recruiting a Maternal, Neonatal, and Child Health (MNCH) Advisor Consultant for the ACHIEVE Timor Leste project. Based in Dili, this is a local hire for up to 100 days through 30 September 2026, with a possible extension. Relocation costs and expatriate allowances are not provided. The advisor will design and deliver interventions addressing maternal and neonatal mortality and morbidity and child health, working alongside nutrition, quality-improvement and evidence-based health-seeking initiatives.

The role reports to the ACHIEVE Timor Leste Team Leader and is also managed by Palladium’s Technical Director or a designated colleague at headquarters. ACHIEVE is a 2019–2027 global health project funded by the United States Department of State. It supports public-health services for children, newborns, adolescents and pregnant and breastfeeding women. Pact leads the consortium, which includes Jhpiego, Palladium, No Means No Worldwide and WI-HER. In Timor-Leste, the project works with government, facilities and communities to improve MNCH and nutrition care.

Responsibilities

Clinical leadership and capacity building

• Guide the clinical quality of training, mentoring and community or client information, ensuring alignment with national and international evidence and standards.
• Work with government counterparts and local partners to strengthen primary-care facilities and community health volunteers in integrated, high-impact nutrition and MNCH services.
• Build frontline providers’ capacity through training and mentoring, including the design and co-facilitation of learning activities.
• With the Manufahi Ministry of Health, supervise mentoring for nurses and midwives at five health posts in Same.
• Develop strategies and action plans that improve coordination among development partners, NGOs and civil-society organisations in Manufahi.
• Provide technical specifications and procurement recommendations for basic medical equipment and supplies when needed.

Project delivery and collaboration

• Help develop project strategy, activity plans and reports; prepare and monitor activity budgets and raise updates or problems with the Team Leader and Finance and Operations Manager.
• Monitor intervention quality, identify needs for additional technical assistance, and analyse programme data with partners and the ACHIEVE team.
• Document successes and prepare programme briefs and other communications materials.
• Follow Palladium procedures, join team meetings, contribute to weekly, monthly and quarterly reporting, and track and escalate project issues and risks.
• Promote teamwork and shared leadership, provide 360-degree feedback when requested, and strengthen cooperation with government agencies, NGOs and community leaders.
• Represent the project in technical working groups and stakeholder meetings and perform other duties assigned by the Team Leader.

Qualifications and experience

• A medical degree with a specialisation in maternal and neonatal health, as a doctor or midwife, is required. A master’s degree or PhD in public health or a related discipline is an advantage.
• At least eight years of MNCH experience combining programme implementation with a Ministry of Health or development partner and direct care at health-post, community-health-centre or hospital level.
• Experience designing and facilitating clinical training or mentoring is preferred.
• Strong knowledge of global MNCH practice and Timor-Leste’s priorities, challenges, systems, resources and service providers. Community-health experience is strongly preferred; experience in Manufahi is highly desirable.
• Previous work with a Ministry of Health, development partners or donor-funded MNCH projects is preferred.
• Strong analytical, problem-solving, communication and leadership abilities; strong spoken and written English and Tetum.
• Proficiency with Outlook, Word and Excel; SharePoint experience is preferred.
• Careful organisation, attention to deadlines and the ability to work in a changing, fast-moving environment.
