- “Job Seeker” means any individual who uses the Platform to search for employment opportunities or makes their resume or professional profile available through the Platform.
- “Market Timor-Leste” means the company that operates Jobs.tl, registered in Timor-Leste.
- “Platform” means the Jobs.tl website and all services provided through it.
- “User” means any individual or entity that accesses or uses the Platform, including Employers, Job Seekers, and Freelancers.
- “User Content” means all Content that a User posts, uploads, publishes, submits, transmits, or includes in their profile or job listing to be made available through the Platform.
2. BINDING AGREEMENT AND VARIATIONS
2.1 Binding Agreement
These Terms form a legally binding agreement between you and Market Timor-Leste. By accessing or using the Platform, you acknowledge that you have read, understood, and agree to be bound by these Terms.
2.2 Variations to Terms
We reserve the right to modify these Terms at any time at our sole discretion. Any changes will be effective immediately upon posting the updated Terms on the Platform. Your continued use of the Platform following the posting of revised Terms means that you accept and agree to the changes.
2.3 Material Changes
If we make material changes to these Terms, we will provide notice through the Platform, or by other means, to provide you the opportunity to review the changes before they become effective. If you object to any changes, you may close your account. Your continued use of the Platform after we publish or send a notice about our changes to these Terms means that you consent to the updated Terms.
3. REGISTRATION AND ACCOUNT MANAGEMENT
3.1 Eligibility
To use certain features of the Platform, you must register for an account. You must be at least 18 years old and able to form legally binding contracts to register for an account. By registering, you represent and warrant that you meet these requirements.

- Freelancer Account: For individuals offering professional services on a project or contract basis.
3.4 Account Verification
We may implement account verification processes to confirm the identity of Users. This may include verification of Employer business registration, Freelancer qualifications, or Job Seeker credentials. You agree to cooperate with reasonable requests for information to verify your identity.
3.5 User Responsibilities
You are responsible for:
- Maintaining the confidentiality of your account credentials
- All activities that occur under your account
- Ensuring that you log out from your account at the end of each session
- Notifying us immediately of any unauthorised use of your account or any other breach of security
3.6 Multiple Accounts
Users are generally permitted to maintain only one active account per account type. Creating multiple accounts of the same type may result in account termination.
3.7 Account Termination
We reserve the right to terminate or suspend your account at any time for any reason, including, without limitation, if we suspect that you have violated these Terms. Upon termination, your right to use the Platform will immediately cease.
4. PASSWORD AND SECURITY

You are responsible for safeguarding your password and for all activities that occur under your account. You agree:

5. INTELLECTUAL PROPERTY
5.1 Platform Content
The Platform and its original content (excluding User Content), features, and functionality are owned by Market Timor-Leste and are protected by international copyright, trademark, patent, trade secret, and other intellectual property or proprietary rights laws.
5.2 License to Use Platform
Subject to these Terms, we grant you a limited, non-exclusive, non-transferable, and revocable license to use the Platform for your personal or internal business purposes.
5.3 User Content License
When you post, upload, or submit User Content to the Platform, you grant us a worldwide, non-exclusive, royalty-free license (with the right to sublicense) to use, copy, reproduce, process, adapt, modify, publish, transmit, display, and distribute such User Content in any and all media or distribution methods now known or later developed.
5.4 Employer Content
Employers retain ownership of their job postings and other content submitted to the Platform. By posting job listings or other content, Employers grant us a worldwide, non-exclusive, royalty-free license to use, copy, reproduce, process, adapt, modify, publish, transmit, display, and distribute such content for the purpose of operating and improving the Platform.
5.5 Job Seeker Content
Job Seekers retain ownership of their resumes, profiles, and other content submitted to the Platform. By submitting such content, Job Seekers grant us a worldwide, non-exclusive, royalty-free license to use, copy, reproduce, process, adapt, modify, publish, transmit, display, and distribute such content for the purpose of operating and improving the Platform and facilitating connections with potential Employers.
5.6 Freelancer Content
Freelancers retain ownership of their service descriptions, portfolios, and other content submitted to the Platform. By submitting such content, Freelancers grant us a worldwide, non-exclusive, royalty-free license to use, copy, reproduce, process, adapt, modify, publish, transmit, display, and distribute such content for the purpose of operating and improving the Platform and facilitating connections with potential clients.
5.7 Prohibited Uses
You may not:
- Use the Platform or any content for any illegal purpose
- Modify, adapt, or hack the Platform or modify another website to falsely imply that it is associated with the Platform
- Reproduce, duplicate, copy, sell, resell, or exploit any portion of the Platform without our express written permission
- Use any robot, spider, scraper, or other automated means to access the Platform for any purpose
- Interfere with or disrupt the integrity or performance of the Platform or third-party data contained therein
5.8 Copyright Infringement
All care is taken but if you believe that your work has been copied in a way that constitutes copyright infringement, please provide us with the following information:
- An electronic or physical signature of the person authorised to act on behalf of the owner of the copyright interest
- A description of the copyrighted work that you claim has been infringed
- A description of where the material that you claim is infringing is located on the Platform
- Your address, telephone number, and email address
- A statement by you that you have a good faith belief that the disputed use is not authorised by the copyright owner, its agent, or the law
- A statement by you, made under penalty of perjury, that the above information in your notice is accurate and that you are the copyright owner or authorised to act on the copyright owner’s behalf

6. PLATFORM AVAILABILITY AND TECHNICAL ISSUES
6.1 Platform Availability
While we strive to ensure that the Platform is available at all times, we do not guarantee that the Platform will be available uninterrupted or error-free. The Platform may be temporarily unavailable due to maintenance, updates, or technical issues.
6.2 Scheduled Maintenance
We may perform scheduled maintenance on the Platform from time to time. We will attempt to provide reasonable notice of any scheduled maintenance that may result in extended Platform unavailability.
6.3 Technical Support

6.4 Force Majeure

As a User of the Platform, you agree to:

7.2 Prohibited Content
You agree not to post, upload, or submit any User Content that:
- Is unlawful, harmful, threatening, abusive, harassing, defamatory, vulgar, obscene, or invasive of another’s privacy
- Infringes any patent, trademark, trade secret, copyright, or other intellectual property right of any party
- Contains software viruses or any other computer code designed to interrupt, destroy, or limit the functionality of any computer software or hardware
- Impersonates any person or entity or falsely states or otherwise misrepresents your affiliation with a person or entity
- Contains unsolicited or unauthorised advertising, promotional materials, junk mail, spam, chain letters, or any other form of solicitation
- Discriminates against any individual on the basis of race, ethnicity, national origin, religion, gender, gender identity, sexual orientation, disability, or any other protected status
7.3 Anti-Discrimination Policy
Jobs.tl is committed to providing a platform free from discrimination. Users must not engage in any discriminatory practices, including but not limited to:
- Posting job listings that express a preference for or against candidates based on protected characteristics
- Screening candidates based on protected characteristics unrelated to job requirements
- Harassing or discriminating against any User based on protected characteristics
7.4 Anti-Harassment Policy
Harassment of any kind is not tolerated on the Platform. Users must not engage in any conduct that:
- Creates an intimidating, hostile, or offensive environment for other Users
- Involves unwelcome advances, requests for personal information unrelated to professional purposes, or other inappropriate conduct
- Threatens, stalks, or otherwise harasses other Users
7.5 Accuracy of Information
Users must provide accurate and truthful information when using the Platform. This includes, but is not limited to:
- Employer information and job descriptions
- Job Seeker qualifications, experience, and credentials
- Freelancer qualifications, experience, and service descriptions
7.6 Reporting Violations

8. SERVICES AND FEATURES
8.1 Available Services
The Platform offers various services, including but not limited to:
- Job posting and management for Employers
- Resume creation and job application for Job Seekers
- Service offering and project management for Freelancers
- Search functionality for jobs, candidates, and freelance services
- Messaging system for communication between Users
- Rating and review systems
8.2 Free vs. Premium Features
The Platform may offer both free and premium (paid) features. Premium features require payment of applicable fees as described on the Platform.
8.3 Service Limitations
We reserve the right to impose reasonable limitations on the use of the Platform, including but not limited to:
- Number of job postings for Employers
- Number of job applications for Job Seekers
- Number of service offerings for Freelancers
- Storage space for User Content
- Frequency of messages sent through the Platform
8.4 Service Modifications
We reserve the right to modify, suspend, or discontinue any part of the Platform at any time, with or without notice. We will not be liable to you or any third party for any modification, suspension, or discontinuation of any part of the Platform.
9. TERMS FOR EMPLOYERS
9.1 Job Posting Requirements
Employers must ensure that all job postings:
- Accurately describe the position being offered
- Clearly state the job location, whether remote or in-person
- Specify the employment type (full-time, part-time, contract, etc.)
- Include any minimum qualifications or requirements
- Comply with all applicable employment laws and regulations
- Do not contain discriminatory or otherwise prohibited content
9.2 Employer Verification
We may implement verification processes to confirm the identity and legitimacy of Employers. Employers agree to provide requested documentation to complete such verification processes.
9.3 Recruitment Practices
Employers agree to:
- Engage in fair and ethical recruitment practices
- Respond to applicants within a reasonable timeframe
- Maintain the confidentiality of applicant information
- Use applicant information solely for recruitment purposes
- Comply with all applicable employment laws and regulations
9.4 Communication with Job Seekers
Employers agree to:
- Communicate professionally with Job Seekers
- Provide accurate information about job opportunities
- Respect the privacy and confidentiality of Job Seekers
- Not request personal information unrelated to professional qualifications
9.5 Prohibited Hiring Practices
Employers must not:
- Discriminate against applicants based on protected characteristics
- Misrepresent job opportunities or compensation
- Request payment from Job Seekers for job opportunities
- Use the Platform to promote multi-level marketing schemes or similar opportunities
- Post the same job multiple times to increase visibility
9.6 Fees and Payment Terms
Employers may be charged fees for certain services, such as:
- Posting job listings
- Accessing candidate databases
- Featured or promoted job listings
- Premium account features
All fees are as stated on the Platform at the time of purchase. Fees are non-refundable except as expressly stated in these Terms.
9.7 Refund Policy
Refunds for Employer services may be provided at our discretion in the following circumstances:
- Technical issues prevented the service from being delivered
- The service was materially different from what was described
- The service was not provided due to an error on our part

9.8 Job Posting Removal Policy
We reserve the right to remove job postings that:

10. TERMS FOR JOB SEEKERS
10.1 Profile Creation Guidelines
Job Seekers must ensure that their profiles:
- Contain accurate and truthful information about their qualifications and experience
- Do not contain any misleading or fraudulent information
- Are kept up-to-date
- Do not infringe on any third-party intellectual property rights
10.2 Resume Visibility Options
Job Seekers can control the visibility of their resumes and profiles through their account settings. Options may include:
- Public: Visible to all Employers on the Platform
- Limited: Visible only to Employers to whom the Job Seeker has applied
- Private: Not visible in search results, but can be used to apply to jobs
10.3 Application Processes
When applying for jobs through the Platform, Job Seekers:
- Must provide accurate and truthful information
- Must not apply for the same job multiple times
- Should ensure that they meet the stated job requirements
- Should follow any specific application instructions provided by the Employer
10.4 Communication with Employers
Job Seekers agree to:
- Communicate professionally with Employers
- Respond to Employer inquiries within a reasonable timeframe
- Attend scheduled interviews or provide timely notice of cancellation
- Notify Employers if they are no longer interested in a position
10.5 Job Application Withdrawal
Job Seekers may withdraw job applications at any time through their account settings. However, we cannot guarantee that Employers will not have already accessed or downloaded application materials.
10.6 Data Retention Options
Job Seekers can control the retention of their data through their account settings. Options may include:
- Deleting their account and all associated data
- Removing specific application history
- Updating or replacing resume files
11. TERMS FOR FREELANCERS
11.1 Service Offering Guidelines
Freelancers must ensure that their service offerings:
- Accurately describe the services being offered
- Clearly state the scope, deliverables, and timeframe
- Specify the pricing structure (hourly, fixed price, etc.)
- Include any limitations or requirements
- Comply with all applicable laws and regulations
- Do not contain misleading or otherwise prohibited content
11.2 Freelancer Verification
We may implement verification processes to confirm the identity and qualifications of Freelancers. Freelancers agree to provide requested documentation to complete such verification processes.
11.3 Project Delivery Expectations
Freelancers agree to:
- Deliver services as described in their service offerings
- Meet agreed-upon deadlines
- Communicate promptly regarding any delays or issues
- Provide work of professional quality
- Address client concerns and revision requests in accordance with their stated terms
11.4 Communication with Clients
Freelancers agree to:
- Communicate professionally with clients
- Respond to inquiries within a reasonable timeframe
- Provide regular updates on project progress
- Clearly communicate any issues or concerns that arise during the project
11.5 Rating and Review System
Freelancers may be subject to ratings and reviews from clients. We reserve the right to remove ratings or reviews that:
- Violate these Terms
- Contain abusive or inappropriate content
- Are determined to be fraudulent
- Are unrelated to the professional services provided
11.6 Dispute Resolution Process
In the event of a dispute between a Freelancer and a client, the parties should first attempt to resolve the issue directly. If this is unsuccessful, either party may request mediation through our dispute resolution process by contacting [disputes@jobs.tl].
11.7 Payment Processing
Payments for freelance services may be processed through the Platform. In such cases:
- Clients will be charged the agreed-upon amount plus any applicable service fees

11.8 Service Fees and Commission Structure

12. CONTENT AND SUBMISSIONS
12.1 User Content Guidelines
All User Content must:
- Be accurate and truthful
- Not infringe on any third-party rights
- Not contain any prohibited content as defined in these Terms
- Be relevant to the purpose of the Platform
- Comply with all applicable laws and regulations
12.2 Content Moderation Policies
We reserve the right to moderate User Content and may:
- Review User Content before or after it is posted
- Remove User Content that violates these Terms
- Suspend or terminate accounts that repeatedly post prohibited content
- Report illegal content to appropriate authorities

- Be based on actual interactions through the Platform

15. TERMINATION AND SUSPENSION

- We believe suspension is necessary to protect the Platform or other Users

To the maximum extent permitted by law, market Timor-Leste and its officers, directors, employees, agents, and affiliates shall not be liable for any indirect, incidental, special, consequential, or punitive damages. This includes without limitation, loss of profits, data, use, goodwill, or other intangible losses.:
- your access to or use of or inability to access or use the platform
- any conduct or content of any third party on the platform
- any content obtained from the platform
- Unauthorised access, use, or alteration of your transmissions or content
In no event shall our total liability to you for all claims exceed the amount paid by you, if any, for accessing or using the platform during the 12 months preceding the claim.
16.2 No Warranty
The platform is provided on an “as is” and “as available” basis without any warranties of any kind, either express or implied, including, but not limited to, the implied warranties of merchantability, fitness for a particular purpose, or non-infringement.
We do not warrant that the platform will be uninterrupted or error-free, that defects will be corrected, or that the platform or the servers that make it available are free of viruses or other harmful components.
16.3 Indemnification
You agree to defend, indemnify, and hold harmless Market Timor-Leste and its officers, directors, employees, agents, and affiliates from and against any claims, liabilities, damages, losses, and expenses, including without limitation reasonable attorney fees and costs, arising out of or in any way connected with:
- Your access to or use of the Platform
- Your violation of these Terms
- Your violation of any third-party right, including without limitation any intellectual property right, publicity, confidentiality, property, or privacy right
- Any claim that your User Content caused damage to a third party
16.4 Employer Verification Disclaimer
While we may implement verification processes for Employers, we do not guarantee the identity or legitimacy of any Employer. Job Seekers and Freelancers should exercise due diligence before accepting employment or project opportunities.
16.5 Job Seeker Verification Disclaimer
While we may implement verification processes for Job Seekers and Freelancers, we do not guarantee the qualifications, experience, or identity of any Job Seeker or Freelancer. Employers should exercise due diligence before hiring any Job Seeker or Freelancer.
16.6 Force Majeure
Neither party shall be liable for any failure or delay in performance under these Terms due to causes beyond reasonable control, including but not limited to acts of God, war, terrorism, riots, embargoes, acts of civil or military authorities, fire, floods, accidents, strikes, or shortages of transportation facilities, fuel, energy, labor, or materials.
17. DISPUTE RESOLUTION
17.1 Internal Dispute Resolution Process
If you have a dispute with another User, we encourage you to first contact the other User to try to resolve the dispute directly. If this is unsuccessful, you may request our assistance by contacting [disputes@jobs.tl].
17.2 Governing Law
These Terms shall be governed by and construed in accordance with the laws of Timor-Leste, without regard to its conflict of law provisions.
17.3 Jurisdiction
Any legal action or proceeding arising out of or relating to these Terms shall be instituted exclusively in the courts of Timor-Leste, although we retain the right to bring any suit, action, or proceeding against you for breach of these Terms in your country of residence or any other relevant country.
17.4 Alternative Dispute Resolution
Before filing a claim against Market Timor-Leste, you agree to attempt to resolve the dispute informally by contacting [disputes@jobs.tl]. If a dispute is not resolved within 30 days of submission, you may proceed with filing a formal claim.
17.5 Class Action Waiver
You and market Timor-Leste agree that each may bring claims against the other only in your or its individual capacity, and not as a plaintiff or class member in any purported class or representative action.
17.6 Time Limitation for Claims
You agree that regardless of any statute or law to the contrary, any claim or cause of action arising out of or related to use of the Platform or these Terms must be filed within one (1) year after such claim or cause of action arose or be forever barred.
18. INTERNATIONAL USE
18.1 Cross-Border Recruitment Considerations
The Platform is primarily intended for use in Timor-Leste. Users engaging in cross-border recruitment or job seeking activities are responsible for complying with all applicable laws and regulations in relevant jurisdictions.
18.2 Language of the Agreement
These Terms are provided in English. Translations into other languages may be provided for convenience only. In the event of any conflict between the English version and any translation, the English version shall prevail.
18.3 Compliance with Local Employment Laws
Users are responsible for ensuring that their activities on the Platform comply with all applicable local employment laws and regulations.
18.4 Export Control Regulations
Users agree to comply with all applicable export control laws and regulations when using the Platform.
19. GENERAL PROVISIONS
19.1 Entire Agreement
These Terms constitute the entire agreement between you and Market Timor-Leste regarding your use of the Platform and supersede all prior and contemporaneous written or oral agreements between you and Market Timor-Leste.
19.2 Severability
If any provision of these Terms is found to be unenforceable or invalid, that provision will be limited or eliminated to the minimum extent necessary so that these Terms will otherwise remain in full force and effect and enforceable.
19.3 No Waiver
Our failure to enforce any right or provision of these Terms will not be considered a waiver of such right or provision. The waiver of any such right or provision will be effective only if in writing and signed by a duly authorised representative of Market Timor-Leste.
19.4 Assignment
You may not assign or transfer these Terms, by operation of law or otherwise, without our prior written consent. Any attempt by you to assign or transfer these Terms without such consent will be null and void. We may assign or transfer these Terms, at our sole discretion, without restriction.
19.5 Relationship Between Parties
Nothing in these Terms shall be construed as creating a joint venture, partnership, employment, or agency relationship between you and Market Timor-Leste.
19.6 Third-Party Beneficiaries
These Terms do not confer any third-party beneficiary rights.
19.7 Notices
Any notices or other communications provided by Market Timor-Leste under these Terms will be given by posting to the Platform or by email to the address associated with your account.
