Job Summary

DT Global is recruiting a National Designated Authority Support Coordinator in Dili for the PARTISIPA program. The coordinator will support Timor-Leste’s National Designated Authority Focal Point to coordinate climate-change initiatives, strengthen engagement with government institutions, development partners and other stakeholders, and support delivery of the NDA’s functions.

Program Context

PARTISIPA is Australia’s flagship sub-national governance and resilience program in Timor-Leste. It works with the Ministry of State Administration, Ministry of Public Works, municipalities and communities to strengthen national systems, improve municipal governance and deliver sustainable, climate-resilient infrastructure.

The program combines three connected pillars: national systems that support municipalities; municipal governance systems and processes; and sustainable, resilient sub-national infrastructure. Gender equality, disability and social inclusion are mainstreamed across the program.

Role Purpose

• Support the National Designated Authority Focal Point to coordinate climate-change initiatives.
• Strengthen engagement with government institutions, development partners and other stakeholders.
• Support effective delivery of National Designated Authority functions in Timor-Leste.

Essential Requirements

• A bachelor’s degree in a relevant field such as Environment, International Development, Engineering, Social Sciences or Agricultural Science.
• At least five years of project-management and stakeholder-coordination experience, preferably in climate and environment, nutrition and food security, agriculture or community development.
• Understanding of development issues, policies and good practice, particularly climate change, environment and community development.
• Previous engagement with a National Designated Authority, Accredited Entities or government counterparts on climate-change work.
• Fluency in spoken and written Tetum and English, with the ability to explain technical ideas to varied stakeholders.
• A strong commitment to gender equality, disability and social inclusion in infrastructure planning.

Desirable Experience

• Experience on DFAT-funded projects or international-development programs.
• Proficiency in Indonesian or Portuguese.
• Cross-cultural relationship-management experience.
