Senior Human Resource Management Adviser to CSC Full Time NEW

Job Summary

DT Global is recruiting a Senior Human Resource Management Adviser to CSC in Dili for the PROSIVU program. PROSIVU is Australia’s primary governance program supporting Timor-Leste’s central government agencies and economic line ministries. The adviser will provide strategic and technical human-resource-management support to the Civil Service Commission.

Role Purpose

• Support the Civil Service Commission to advance civil-service reforms approved by the Council of Ministers.
• Provide strategic and technical advice that strengthens human-resource-management systems, policies and processes across the public sector.
• Help build the Civil Service Commission’s institutional capacity to implement those reforms.

Requirements

• A master’s degree in Human Resource Management, Public Administration, Public Policy or a related field.
• At least ten years of professional experience in human resource management, preferably in the public sector.

Desirable Background

• Experience working in Timor-Leste or a similar context.
• Familiarity with Timor-Leste’s civil-service legal and institutional frameworks.
