Project Overview

The DFAT-funded Timor-Leste Partnership for Private Sector Development (PPSD) aims to stimulate inclusive and sustainable economic growth by strengthening the private sector through market systems development, investment facilitation, workforce readiness, and value chain support. Tourism is a priority sector with strong potential to create jobs, attract investment, and empower women, youth, and communities across the country.

Position Summary

The Tourism Sector Component Lead will provide technical and strategic leadership to strengthen Timor-Leste’s tourism industry, enhance visitor experiences, and promote investment in tourism products and services. The position will drive sustainable, inclusive, and community-based tourism approaches aligned with national priorities and DFAT’s development objectives.

Key Responsibilities

  • Technical and Strategic Leadership
  • Lead the design and implementation of tourism sector strategies aligned with national and DFAT priorities.
  • Identify and promote opportunities for private sector participation and investment in tourism facilities, services, and infrastructure.
  • Support sustainable tourism, destination marketing, product diversification, and workforce development initiatives.
  • Integrate GEDSI, environmental sustainability, and cultural heritage protection into tourism interventions.
  • Partnerships and Stakeholder Engagement
  • Build strong partnerships with the Ministry of Tourism, Commerce, and Industry, local tourism operators, associations, and community organizations.
  • Facilitate collaboration among public and private actors, training institutions, and investors.
  • Represent the project in tourism coordination platforms and policy dialogues.
  • Program Management and Learning
  • Manage tourism component planning, budgeting, and performance monitoring.
  • Work with the MEL team to capture outcomes, learning, and adaptive management insights.
  • Contribute to communication materials, case studies, and sector learning products.

Minimum Qualifications

  • Master’s degree in Tourism Management, Business, Economics, or a related discipline.
  • Minimum of 8 years’ experience in tourism development, private sector engagement, or investment promotion.
  • Demonstrated experience in sustainable tourism, destination management, or workforce development.
  • Proven ability to build partnerships with both public and private sector stakeholders.
  • Excellent written and spoken English; proficiency in Tetum or Portuguese an asset.

Preferred Qualifications

  • Experience managing or implementing DFAT-funded programs focused on tourism, private sector development, or economic growth.
  • Familiarity with Timor-Leste’s tourism landscape, policy framework, and market potential.
  • Experience integrating GEDSI and environmental sustainability in tourism initiatives.
  • Demonstrated ability to build capacity and mentor local counterparts.
