Project Overview
The DFAT-funded Timor-Leste Partnership for Private Sector Development (PPSD) will support inclusive, sustainable economic development by strengthening Timor-Leste’s private sector through market system development, value chain enhancement, workforce readiness, business enabling environment reforms, and inclusive enterprise support, especially for women, youth, and people with disabilities.
The project will work in alignment with Timor-Leste’s Strategic Development Plan (2011 to 2030), Economic Recovery Plan, and Australia’s development cooperation priorities.
Position Summary
The Team Leader/Chief of Party will serve as the senior representative of the PPSD in Timor-Leste, responsible for the technical leadership, strategic vision, stakeholder coordination, team management, and financial oversight of the program. This role requires close collaboration with government counterparts, DFAT, private sector actors, and civil society organizations to ensure impactful delivery and sustainability of results.
Key Responsibilities
- Technical and Strategic Leadership
- Provide overall strategic direction and vision for project implementation, aligned with national policies and DFAT goals.
- Oversee the design and delivery of interventions in private sector and market systems development, SME growth, agribusiness, workforce readiness, sectoral strategies, and inclusion.
- Lead or supervise the development of annual work plans, technical strategies, and adaptive management frameworks.
- Ensure robust use of evidence, local context, and systems thinking in decision-making.
- Ensure integration of gender equality, disability, and social inclusion (GEDSI) into all activities.
- Stakeholder Engagement and Representation
- Serve as the primary liaison with DFAT, Government of Timor-Leste counterparts, development partners, and private sector stakeholders.
- Represent the project in key policy dialogues, working groups, and donor coordination forums.
- Build partnerships with local businesses, associations, financial institutions, and NGOs.
- Project Management and Oversight
- Oversee day-to-day operations, budgeting, HR, and procurement functions in coordination with the IBI home office.
- Ensure compliance with DFAT and IBI policies and reporting requirements.
- Lead the preparation of performance reports, success stories, and learning documents.
- Personnel and Team Leadership
- Lead, mentor, and manage a multidisciplinary team of national and international staff.
- Promote an inclusive, high-performance team culture based on collaboration, innovation, and learning.
- Lead recruitment, performance reviews, and professional development of team members.
Minimum Qualifications
- Master’s degree in Economics, Business Administration, International Development, or related field.
- Minimum 10 years of progressively responsible experience managing complex donor-funded economic development or private sector projects.
- Demonstrated success as Chief of Party, Team Leader, or Project Director on a DFAT, USAID, or other donor-funded project.
- Proven expertise in market systems development, enterprise development, investment facilitation, or economic governance.
- Experience working in Southeast Asia or small island economies, preferably Timor-Leste.
- Excellent written and spoken English. Knowledge of Tetum or Portuguese is an asset.
- Strong leadership, negotiation, interpersonal, and representational skills.
Preferred Qualifications
- Experience managing DFAT-funded projects in economic growth or private sector development.
- Familiarity with Timor-Leste’s economic context, political economy, and private sector landscape.
- Experience leading programs with a strong GEDSI focus.
- Experience fostering partnerships with governments, chambers of commerce, civil society, and private investors.
- Prior experience building local team capacity and managing multi-disciplinary teams in fragile contexts.
