Skills Adviser Building, Construction & Workforce Development Full Time NEW

Job Summary

DT Global is recruiting a full-time Skills Adviser Building, Construction & Workforce Development in Dili for Pacific Australia Skills Timor-Leste. Reporting through the Skills Strengthening Manager, the adviser will help partner institutions make building-construction training more relevant to industry, national qualifications and labour-market needs. The program supports stronger skills and training systems across Timor-Leste and the Pacific.

Training Systems and Technical Advice

• Facilitate locally led skills-development and system-strengthening work aligned with partner priorities and program outcomes.
• Help government agencies and training institutions review competency-based construction courses, learning resources and assessment materials against current industry practice.
• Lead gap analysis and support the review and development of national construction qualifications and training materials in line with the ASEAN Qualifications Reference Framework and applicable ASEAN training regulations.
• Support national accreditation, quality assurance, occupational competency standards, qualifications and training packages.
• Provide technical input for reporting, strategic communications, planning, and monitoring, evaluation and learning.
• Advise on practical and competency-based delivery.

Skills Delivery and Trainer Development

• Lead inclusive teaching and learning across classroom, workplace, simulated and online environments using flexible and blended methods.
• Support accredited and non-accredited construction-skills programs, onsite mentoring and practical demonstrations.
• Promote occupational health and safety, safe work practices, and environmentally sustainable and climate-resilient construction.
• Develop training that responds to residential and commercial practice, including plan and drawing interpretation, construction materials and methods.
• Coach trainers and assessors in competency-based training and assessment, strengthen trade-specific practical skills and deliver technical workshops.

Industry and Workplace Partnerships

• Build relationships with contractors, developers, construction companies, public-infrastructure stakeholders, communities and other local partners.
• Facilitate industry consultation so training reflects workforce needs, and support workplace exposure and structured workplace learning for graduates.
• Develop, pilot, implement and monitor workplace assessment strategies and practical competency tools.
• Support supervisors and trainers with workplace assessment and connect institutional training to real work settings.
• Coordinate with ministries, regulators, development partners, training providers and the private sector, represent the program in technical forums and maintain trust-based relationships.

Requirements

• Relevant trainer qualifications in building trades, construction management or a related area, plus a TVET Training Diploma, Certificate IV or equivalent.
• At least seven years of building and construction experience.
• Experience delivering competency-based training and assessment, mentoring TVET trainers, strengthening institutions, and developing curricula, training packages, learning resources and assessments.
• Experience with workplace learning, on-the-job training, competency assessment, industry partnerships and complex government, training-provider and private-sector stakeholders.
• Strong knowledge of competency-based training and national qualification systems.
• Ability to travel throughout Timor-Leste, including overnight stays in municipalities.
• Commitment to GEDSI, child protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguards.

Desirable Background

• A degree or diploma in Civil Engineering or a related discipline.
