About the Project

NTU International is preparing a proposal for “Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006.”

The overall objective is to support the global transition towards inclusive, smart, clean, safe, secure, resilient, and sustainable transport and cities in partner countries.

The project aligns with the Global Gateway strategy and the European Green Deal’s geopolitical offer.

Technical assistance missions are expected to take place worldwide, with particular focus on:

• Sub-Saharan Africa
• Latin America and the Caribbean
• Asia and the Pacific

The intended project start date is January 2027, with an implementation period of 48 months.

About the Role

The Senior Non-Key Expert – Ports and Shipping Specialist role will support assignments involving maritime infrastructure, port development, shipping, inland waterways, sustainable transport, and related policies.

The expert may contribute across different stages of maritime infrastructure and services investments, including feasibility studies, project design, procurement, implementation, operations, and maintenance planning.

Key Responsibilities

Maritime and Port Infrastructure

Responsibilities include:

• Supporting the identification, preparation, and implementation of maritime, port, and inland waterways infrastructure projects
• Conducting feasibility studies, technical assessments, project design reviews, and investment-related analyses
• Supporting port and logistics master planning
• Supporting connectivity planning and multimodal transport integration
• Advising on port infrastructure development, maritime transport services, and inland waterways systems
• Supporting procurement, tendering, implementation supervision, operations, and maintenance planning

Sustainable Maritime Transport and Port Decarbonisation

The Ports and Shipping Specialist role supports the transition towards more sustainable maritime infrastructure and operations.

Responsibilities include:

• Promoting sustainable maritime transport and port decarbonisation
• Supporting energy efficiency initiatives
• Supporting electrification of port operations
• Supporting shore-side electricity initiatives
• Supporting renewable fuels and emissions reduction measures
• Advising on green port infrastructure
• Supporting circular economy approaches and improved environmental performance
• Integrating climate resilience, disaster risk reduction, and sustainability considerations into maritime infrastructure

Policy, Governance and Capacity Building

Responsibilities include:

• Contributing to policy, regulatory, and institutional reforms in the maritime sector
• Supporting capacity building for public authorities, port authorities, operators, and other sector stakeholders
• Promoting European standards, technical practices, and sustainability requirements in partner countries

Stakeholder Coordination

The role involves supporting coordination between:

• Public authorities
• Port authorities
• Operators
• Contractors
• Supervising engineers
• International financial institutions
• Development partners

Qualifications and Skills

Candidates applying for the Senior Non-Key Expert – Ports and Shipping Specialist position should have:

• A Master’s degree or equivalent diploma in maritime engineering, maritime sciences, port engineering, transport engineering, logistics, or another directly related discipline
• Excellent knowledge of maritime and inland waterways sectors
• Strong knowledge of ports, maritime transport, inland waterways transport, related policies, and good practices
• Good understanding of sustainable transport and infrastructure development
• Knowledge of climate resilience and environmental and social considerations
• Knowledge of development aid delivery methods
• Excellent written and oral communication skills
• Excellent computer skills

General Professional Experience

Applicants should demonstrate:

• At least 15 years of general professional experience in the maritime sector
• Experience managing complex assignments involving multiple stakeholders
• Professional experience across the project cycle of maritime infrastructure and services investments
• Experience with feasibility studies and detailed design
• Experience supporting tendering and procurement
• Experience with project implementation
• Experience with operations and maintenance planning
• Experience applying international and European standards and good practices relating to maritime transport and port infrastructure
• Experience addressing technical quality, safety, environmental and social compliance, climate resilience, and sustainability

Specific Professional Experience

Candidates should have:

• At least 7 years of professional experience in the planning, design, supervision, or management of maritime and/or port infrastructure and services
• At least 3 years of proven professional experience in sustainable maritime transport and port decarbonisation

Relevant port decarbonisation experience may include:

• Energy efficiency
• Electrification of port operations
• Shore-side electricity
• Green port infrastructure
• Renewable fuels

• Circular approaches

Candidates should also have professional experience relating to the G20 Principles for Quality Infrastructure Investment within the maritime sector, including areas such as feasibility studies, project design, port and logistics planning, safety, environmental and social considerations, maintenance, procurement, connectivity, interoperability, and master plan development.

Language Requirements

Candidates must have:

• English proficiency at C1 level
