An international development project supported by UNDP is seeking a National Project Admin and Finance Officer to oversee financial management, budgeting, procurement support, and administrative operations for the Dalan Digital Project, which aims to strengthen digital governance and public service delivery in Timor-Leste.
The National Project Admin and Finance Officer will play a key role in supporting the financial and administrative management of the Dalan Digital Project, a national initiative focused on advancing digital government services in Timor-Leste.
Working under the guidance of the Chief Technical Specialist (CTS), the selected candidate will help ensure that project finances, reporting processes, and procurement activities comply with UNDP operational procedures and donor requirements.
This position contributes directly to the successful implementation of initiatives designed to improve digital infrastructure, public service accessibility, and digital literacy across Timor-Leste.
The Dalan Digital Project supports Timor-Leste’s national digital transformation strategy by improving the accessibility and efficiency of public services through technology.
The initiative aligns with the government’s Timor Digital 2032 Vision, which aims to build a digitally connected society, strengthen public sector transparency, and expand access to digital services for communities across the country.
Key project priorities include:
Expanding digital public services
Strengthening government digital infrastructure
Promoting digital literacy
Encouraging public-private technology partnerships
Supporting digital inclusion for youth, women, and marginalized groups
Manage project budgets and financial processes in accordance with UNDP financial policies
Track expenditures and maintain accurate financial records
Prepare financial reports including quarterly and annual budget reports
Monitor financial performance and provide updates to the Chief Technical Specialist
Support the preparation and revision of annual project budgets
Ensure all financial transactions comply with established procedures
Maintain proper documentation for project expenditures
Monitor accounts receivable and follow up on project contributions
Provide financial analysis and reporting to project management and UNDP leadership
Assist in procurement processes and vendor coordination
Maintain internal control systems for project spending
Support operational planning and project implementation activities
Ensure documentation is properly stored and compliant with UNDP requirements
Support the organization of training workshops and knowledge-sharing events
Document project best practices and lessons learned
Contribute to knowledge networks and communities of practice
Help develop knowledge products and dissemination materials for project partners
Candidates must have one of the following:
Master’s Degree in Finance, Accounting, or a related field
OR
Bachelor’s Degree with additional relevant professional experience
Professional accounting qualifications from internationally accredited institutions are considered a strong advantage.
Minimum 2 years of experience (with Master’s degree) OR
Minimum 4 years of experience (with Bachelor’s degree)
Relevant experience may include:
Financial administration
Project accounting
Budget management
Project operations
Experience working with international organizations, government agencies, or development partners is highly desirable.
Financial management and budget monitoring
Project accounting and financial reporting
Experience with ERP systems such as Oracle, SAP, Quantum, or ATLAS
Strong proficiency in Microsoft Excel, Word, and PowerPoint
Ability to work with government stakeholders and development partners
Candidates with the following experience will have an advantage:
Knowledge of UNDP operational and financial procedures
Experience supporting procurement processes
Experience preparing project audits
Experience developing annual work plans and budget monitoring reports
Required:
Fluency in English
Fluency in Tetum
Preferred:
Working knowledge of Portuguese
Public procurement certification such as CIPS Level 2 or Level 3
Digital transformation initiatives within government institutions are expanding rapidly across developing economies. Professionals with expertise in project finance management, public sector budgeting, and development project administration are increasingly needed to support large-scale digital governance programs funded by international organizations.
