Project Overview

The DFAT-funded Timor-Leste Partnership for Private Sector Development (PPSD) will support inclusive, sustainable economic growth by strengthening Timor-Leste’s private sector through market systems development, value chain enhancement, workforce readiness, business enabling environment reforms, and inclusive enterprise support—especially for women, youth, and people with disabilities.

The project will align with the Government of Timor-Leste’s Strategic Development Plan (2011–2030), the Economic Recovery Plan, and Australia’s development cooperation priorities.

Position Summary

The Monitoring, Evaluation, and Learning (MEL) Lead will develop and lead the implementation of the PPSD’s comprehensive MEL system. The MEL Lead will design frameworks and tools to measure program performance, support adaptive management, and generate evidence to inform strategic decision-making. The role requires deep expertise in results measurement for private sector and market systems development programs, and the ability to translate complex data into meaningful learning for decision-makers.

Key Responsibilities

  • Technical Leadership and MEL System Development
  • Design and oversee implementation of the project’s Monitoring, Evaluation, and Learning Plan (MELP), ensuring alignment with DFAT’s performance frameworks and PPSD objectives.
  • Develop a robust results framework, performance indicators, data collection systems, and reporting mechanisms.
  • Integrate market systems measurement principles and adaptive management approaches.
  • Ensure the MEL system captures cross-cutting outcomes, including gender equality, disability, and social inclusion (GEDSI).
  • Provide technical oversight for data quality assurance, analysis, and reporting.
  • Learning and Knowledge Management
  • Establish processes for continuous learning and reflection across project teams and stakeholders.
  • Lead periodic reviews, outcome assessments, and sense-making sessions to inform adaptive management.
  • Synthesize lessons learned and success stories for internal and external dissemination.
  • Support the use of evidence to guide strategic decision-making and program improvement.
  • Capacity Building and Team Coordination
  • Build capacity of PPSD staff, partners, and local counterparts in MEL concepts, tools, and data-driven learning.
  • Supervise and mentor MEL officers and consultants in field-based data collection and analysis.
  • Foster a learning culture within the project team that encourages experimentation, adaptation, and collaboration.
  • Reporting and Compliance
  • Lead preparation of quarterly, annual, and ad hoc MEL reports, including contributions to DFAT performance frameworks.
  • Ensure MEL compliance with DFAT and IBI reporting standards.
  • Provide technical input to terms of reference for evaluations and studies.

Minimum Qualifications

  • Master’s degree in Economics, Statistics, Development Studies, Business Administration, or a related field.
  • Minimum 8 years of progressive experience in monitoring, evaluation, and learning for complex donor-funded programs, preferably in private sector or market systems development.
  • Strong technical expertise in market systems measurement (MSM), results frameworks, and adaptive management approaches.
  • Experience managing data systems, conducting qualitative and quantitative analysis, and presenting findings to diverse audiences.
  • Demonstrated ability to train and mentor staff in MEL principles and tools.
  • Excellent written and spoken English; knowledge of Tetum or Portuguese an advantage.

Preferred Qualifications

  • Experience in MEL leadership roles on DFAT-funded programs, or other donor projects emphasizing market systems or enterprise development.
  • Familiarity with Timor-Leste’s private sector and economic development context.
  • Experience integrating GEDSI and sustainability outcomes in measurement frameworks.
  • Proficiency in data visualization and management tools (e.g., Power BI, KoboToolbox, or similar platforms).
  • Strong analytical, facilitation, and communication skills.
