The MEL Lead job in Dili will design and lead the implementation of the project’s monitoring, evaluation and learning system.
This Monitoring Evaluation Lead International Development role ensures that program results are measured effectively and that evidence generated from program data supports strategic decision-making and program improvement.
The role also supports learning across the project team and ensures compliance with donor reporting requirements.
The Monitoring Evaluation Learning Lead will design and oversee the implementation of the program’s MEL framework.
Responsibilities include:
Developing the project’s Monitoring, Evaluation and Learning Plan (MELP)
Designing results frameworks and performance indicators
Establishing data collection systems and reporting tools
Integrating market systems measurement methodologies
Ensuring data quality and accurate performance reporting
The MEL Lead Private Sector Development role will promote a culture of learning within the program.
Responsibilities include:
Facilitating program reflection and learning sessions
Conducting outcome assessments and reviews
Documenting lessons learned and success stories
Supporting evidence-based decision making
The Monitoring Evaluation Lead International Development role also supports capacity building for project staff and partners.
Responsibilities include:
Training team members on MEL tools and systems
Supporting partners in implementing data collection processes
Mentoring MEL officers and consultants
Strengthening monitoring systems used by project partners
The MEL Lead DFAT Program role is responsible for reporting program results to stakeholders and donors.
Responsibilities include:
Preparing quarterly and annual MEL reports
Ensuring compliance with DFAT monitoring and reporting frameworks

Providing technical input for evaluation terms of reference
Candidates applying for the MEL Lead job in Dili should have:
Master’s degree in Economics, Statistics, Development Studies, Business Administration, or a related field
Applicants for this Monitoring Evaluation Learning Lead role should demonstrate:
At least 8 years of experience in monitoring, evaluation and learning roles
Experience working on donor-funded development programs
Experience designing results frameworks and performance measurement systems
Experience conducting qualitative and quantitative data analysis
Experience in private sector development or market systems programs is highly desirable.
Candidates with the following experience will have an advantage for this Market Systems MEL Specialist role:
Experience working on DFAT-funded programs
Familiarity with Timor-Leste’s private sector environment
Experience integrating Gender Equality, Disability and Social Inclusion (GEDSI) into MEL frameworks
Experience using data tools such as Power BI, KoboToolbox, or similar platforms
The successful candidate for this MEL Lead Private Sector Development role should demonstrate:
Strong analytical and research skills
Advanced data analysis and reporting capabilities
Strong facilitation and stakeholder engagement skills
Ability to translate complex program data into clear insights for decision makers
Language requirements:
Excellent written and spoken English
Knowledge of Tetum or Portuguese is considered an advantage.
