An international technology organization specializing in government financial management solutions is seeking a Project Manager to lead the implementation of enterprise financial software for government institutions.
The role will involve overseeing the complete lifecycle of a government software deployment, ensuring project milestones are met while maintaining strong communication with senior government stakeholders.
The successful candidate will work closely with government agencies, project teams, and senior leadership to ensure successful delivery of ERP financial systems.
This position is based in Dili, Timor-Leste, and is open to Indian professionals willing to relocate permanently.
Manage the full lifecycle of enterprise software implementation projects
Oversee project scope, schedules, deliverables, and budgets
Ensure compliance with contractual obligations and project milestones
Monitor project risks and implement mitigation strategies
Build and maintain professional relationships with government officials and representatives
Provide project status updates to executive stakeholders and steering committees
Coordinate with public sector clients to ensure project goals align with government requirements
Develop and maintain detailed project plans and work breakdown structures (WBS)
Assign resources and responsibilities across project teams
Adapt project strategies as requirements evolve
Track project expenses, invoicing, and payment processes
Ensure all documentation and deliverables meet quality standards before submission
Oversee subcontractors and partner deliverables
Lead project teams through all stages of project execution
Mentor team members on project management best practices
Identify opportunities for internal and external process improvements
Bachelor’s Degree in:
Business Administration
Financial Management
Public Accounting
Economics
Or a related discipline
Master’s Degree in:
Public Management
Financial Management
Information Technology
Professional certifications are considered an advantage.
One of the following certifications is required:
PMP (Project Management Professional)
PRINCE2 Project Management Certification
Minimum 7 years of experience implementing Financial Management Systems
Proven experience managing ERP implementation projects
Experience implementing systems related to:
Finance
Payroll
Human Resources
Supply Chain Management
Implementation of at least two public-sector financial management systems
Experience with government clients at national or municipal levels
Knowledge of change management processes for enterprise systems
Strong project leadership and organizational skills
Excellent presentation and stakeholder communication abilities
Experience communicating with executive-level government officials
Strong problem-solving and risk-management skills
Excellent written and spoken English communication
Additional languages are considered an advantage.
