The Senior Non-Key Expert – Aviation Specialist job with NTU International A/S supports technical, policy, institutional, and investment-related assignments within the global aviation sector.

This Aviation Specialist role forms part of the proposed Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006 project and will support aviation infrastructure, airport systems, air transport services, aviation safety, sustainability, and sector development initiatives.

Selected experts may be mobilised for technical assistance missions worldwide, with particular focus on Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific.

About the Project

NTU International is preparing a proposal for “Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006.”

The project aims to support the global transition towards inclusive, smart, clean, safe, secure, resilient, and sustainable transport and cities in partner countries.

The initiative aligns with the Global Gateway strategy and the European Green Deal’s geopolitical offer.

The contract will mobilise experts for technical assistance missions worldwide, particularly across Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific.

The intended start date is January 2027, with an implementation period of 48 months.

About the Role

The Senior Non-Key Expert – Aviation Specialist role will provide expertise for aviation-related technical, policy, institutional, and investment assignments.

The position covers aviation infrastructure and services throughout the project cycle, including feasibility studies, airport planning, detailed design, procurement, implementation, operations, and maintenance planning.

Key Responsibilities

Aviation Infrastructure and Air Transport

Responsibilities include:

• Supporting the identification, preparation, and implementation of aviation infrastructure and air transport projects
• Conducting feasibility studies, technical assessments, project design reviews, and investment-related analyses
• Supporting airport master planning, infrastructure development, and air connectivity planning
• Advising on airport infrastructure, airport systems, air transport services, and operational efficiency
• Supporting procurement, tendering, implementation supervision, and operations and maintenance planning

Aviation Safety, Security and Standards

The Aviation Specialist role supports safe and compliant aviation infrastructure and services.

Responsibilities include:

• Supporting aviation safety and security
• Supporting compliance with relevant international and European standards and good practices
• Promoting the adoption of European standards and good practices in partner countries

Sustainable and Resilient Aviation

Responsibilities include:

• Promoting sustainable and low-carbon aviation
• Supporting measures to improve energy efficiency
• Supporting initiatives to reduce the environmental footprint of airport operations
• Integrating climate resilience into aviation infrastructure planning and investment
• Incorporating disaster risk reduction considerations
• Supporting environmental and social considerations in aviation infrastructure development

Policy, Regulation and Institutional Development

Responsibilities include:

• Supporting policy, regulatory, and institutional reforms within the aviation sector
• Contributing to assessments and improvements of investment climates and regulatory frameworks for aviation infrastructure and services
• Providing capacity building and technical assistance to civil aviation authorities, airport operators, public institutions, and other stakeholders

Stakeholder Coordination

The role involves coordinating with:

• Public authorities
• Civil aviation authorities
• Airport operators
• Airlines
• Contractors
• Supervising engineers
• International financial institutions
• Development partners

Qualifications and Skills

Candidates applying for the Senior Non-Key Expert – Aviation Specialist position should have:

• A Master’s degree or equivalent diploma in aeronautical engineering, airport engineering, civil engineering, transport engineering, aviation management, or another directly related discipline
• Excellent knowledge of the aviation sector
• Strong understanding of airports and airport systems
• Knowledge of air transport and air connectivity
• Knowledge of aviation safety and sustainability
• Understanding of related policies and international good practices
• Knowledge of development aid delivery methods
• Excellent written and oral communication skills
• Excellent computer skills

General Professional Experience

Applicants should demonstrate:

• At least 15 years of general professional experience in the aviation sector
• Proven experience managing complex assignments involving multiple stakeholders
• Professional experience across the project cycle of aviation infrastructure and services investments
• Experience with feasibility studies and detailed design
• Experience supporting tendering and procurement
• Experience with project implementation
• Experience with operations and maintenance planning
• Experience applying international and European standards and good practices relating to aviation infrastructure and service delivery
• Experience addressing technical quality, safety, environmental and social compliance, climate resilience, and sustainability considerations

Specific Professional Experience

Candidates should have:

• At least 7 years of professional experience in the planning, design, supervision, or management of aviation infrastructure, airport systems, and/or air transport services
• At least 5 years of professional experience in aviation projects in Sub-Saharan Africa, Latin America, or Asia
• Professional experience relating to the G20 Principles for Quality Infrastructure Investment within the aviation sector

Relevant experience with the G20 Principles should include technical areas such as:

• Feasibility studies
• Project design
• Airport planning
• Aviation safety
• Social and environmental considerations
• Maintenance
• Procurement
• Connectivity
• Operational efficiency
• Resilience

Assets

The following experience will be considered an advantage:

• Professional experience working in situ in Sub-Saharan Africa
• Experience supporting governance and capacity building in the aviation sector
• Professional experience with EU rules and procedures

Language Requirements

Candidates must have:

• English proficiency at C1 level

The following language skills are considered assets:

• French at B2 level or higher
• Spanish at B2 level or higher
